Vector Pack Saturate

`vec_packs(arg1, arg2) vec_packsu(arg1, arg2)`

The result is obtained from the concatenated 32 bytes of arg1 and arg2, by moving the saturated value of each word or halfword into the corresponding halfword or byte, respectively, of the result.
